What is the South Central Region? |
|
|
South
Central Connecticut is an economically diverse region of 15 cities and town with a
total population of
approximately 550,000. The region extends from the City of Milford on the west
to the Town of Madison on the east, and to the City of Meriden to the north. It
is home to Yale University, as well as a number of other major educational
institutions, such as Quinnipiac University, South Central Connecticut State
University, Albertus Magnus College, and the University of New Haven.
Yale-New Haven Hospital is recognized as an international leader in medical
research.
Bristol Myers Squibb, Bayer Corporation, U.S. Surgical, Assa Abloy/Sargent, and Bic
Corporation have major research and manufacturing facilities located here.
In addition to Yale-New Haven Hospital, major health care institutions in the
region include the Hospital of St. Raphael in New Haven, Milford Hospital, MidState Medical Center
in Meriden as well as Gaylord Hospital in Wallingford. AT&T Communications and Anthem
Blue Cross & Blue Shield have major operations at multiple locations throughout
the South Central region.

What Does the Council of Governments Do? |
|

|
|
Our mayors and first
selectmen make
"hands on" transportation planning decisions via
SCRCOG.
Elected officials chose the Council of Governments format in 1985 to insure a
direct management and decision-making role -- moving to SCRCOG from a 25 year old
regional planning agency format. A Memorandum of Understanding shapes
the region's basic transportation planning process -- framing roles and
responsibilities for SCRCOG, the Connecticut Department of Transportation (ConnDOT) and local Transit districts
-- Milford Transit District, Greater New Haven Transit District and Meriden
Transit District.

The
internal structure and organization of this voluntary association is according
to the Sections 4-124i through 4-124p of the General statutes of the State of Connecticut and as further provided by a set of
By-Laws. Plans and decisions made by each local government with
respect to land use, circulation patterns, capital improvements and economic
development initiatives, which affect the welfare of neighboring jurisdictions,
are coordinated through SCRCOG.
The SCRCOG
forms standing committees to ensure that all responsibilities are performed
well. The Executive committee, Legislative committee,
Transportation committee, Public Safety committee and Open Space
committee are the major committees.

The Transportation Committee plays a lead role in
planning and programming efforts and shapes key proposals for review by the
Council as a whole. Through monthly meetings held on the second Wednesday
of each month, the Transportation Committee
members interact with municipal staff, state personnel and interested
citizens. We encourage anyone with an interest in the region's
transportation issues to attend. The

Unified Planning Work Program (UPWP) |
|
|
|
|
|
The UPWP outlines the objectives identified in the
region's planning Prospectus which describes all transportation issues and needs
and transportation-related air quality
planning activities anticipated within the
region during the next year, in sufficient detail to indicate who will
perform the work, the schedule for
completing the work and the products that will
be produced. Resources made available to the Council by the U.S. Federal
Highway Administration (FHWA), the U.S. Federal Transportation Administration
(FTA), the Connecticut DOT and municipalities help meet these objectives.
Such support helps the Council focus on relevant regional issues against a
background of state and national goals.
The SCRCOG Unified Planning Work Program
(UPWP) for 2010-2011 / 2011-2012
The UPWP outlines the tasks SCRCOG will
accomplish for the upcoming fiscal year ending 2011 as well as tasks for the
following fiscal year 2011-2012. The UPWP was approved on June 23, 2010 a copy is available

Public Participation
Guidelines for Transportation Planning |

The purpose
of this report is to document the actions carried out by the South Central
Regional Council of Governments (SCRCOG) for public participation in
transportation planning, pursuant to Title 23 CFR 450.316. It contains the
policies and methodologies of involving the public in the transportation
planning process. This document also provides a brief explanation of how
the transportation planning process is conducted in the region.
