Record of Decision Report -I-95 New Haven Harbor Crossing Corridor Improvement Program  Report: 

January 2008 — December 2008

The I-95 New Haven Harbor Crossing (NHHC) Corridor Improvement Program is one of Connecticut’s largest multi-modal transportation improvement initiatives. The program includes operational, safety and capacity improvements to over 7 miles of Interstate 95, including a new signature bridge over New Haven Harbor. In addition to new and upgraded Shore Line East commuter rail stations, there are numerous Transit and Transportation System Management (TSM) components included as part of the program. This report summarizes the current status of the implementation of the Transit and TSM components. A copy is available  for 2008

 
Future of Regional Solid Waste Disposal Beyond Current Resource Recovery 20 year Contracts
On August 13, 2008 R.S Lynch & Company, Inc was engaged by the South Central Regional Council of Governments to Identify and evaluate future solid waste management options for SCRCOG's 15 member towns. A copy of that report is available here.
 
Transit Enhancement Report Update 2009

SAFETEA-LU stipulates that the designated recipient for the New Haven-Meriden Urbanized Area must certify to FTA that they have used 1% of the region’s Section 5307 allocation for Transit Enhancement projects. The Greater New Haven Transit District as the region’s designated recipient manages this program. In 2008 we obligated $523,750 in project funding and we have a balance of approximately $156,000 in Transit Enhancement funding available this go round. Locally Coordinated Public-Transit Human Services Transportation Program (LOCHSTP) Update

The region’s first LOCHSTP meeting to update the plan was held on December 15, 2008. Both The South Central Regional Council of Governments (SCRCOG) and the Connecticut River Estuary Regional Planning Agency (CRERPA) participated with SCRCOG once again taking the lead in identifying services and administering the meetings. SCRCOG’s 2008 Annual Report

This report highlights the major activities of the South Central Regional Council of Governments (SCRCOG) during the 2007-2008 fiscal year.

 

Guilford Town Center South Study,

This study serves as a next step in the planning process for Guilford Town Center South (TCS) – an area around the Guilford train station that the Town has designated for a future, mixed-use, transit-oriented neighborhood. This study builds upon the previous work of the TCS Planning Committee by evaluating and addressing the potential future traffic impacts associated with the planned TCS developments and increased ridership from the Guilford train station.

The I-691 Interchange 5, 6, and 7 Study.

The main goal of the Study is to explore and develop alternatives to improve access between I-691 Interchanges 5, 6, and 7 and the surrounding local roadway system in Meriden, CT.

Implementation of the Regional Transit Study  

The Regional Transit Study was completed by the South Central Region COG in April 2005. Its purpose was to examine existing transit services and develop strategies for improvements. The study proposed 10 specific strategies and categorized the recommended strategies into high, medium, and low priority groups. This implementation project was established to develop specific implementable applications of four high priority

strategies: 1) route simplification, 2) establish a hub system, 3) consolidate/coordinate downtown New Haven shuttles, and 4) establish new flex route services.

New Haven Streetcar Assessment

This project was developed as part of the Implementation of the Regional Transit Study. An assessment of the potential for a new electric streetcar system was conducted for the city of New Haven. This report examined possible routes and costs for the development of an electric streetcar.

Plan of Conservation and Development (POCD)

 The South Central Regional Plan of Conservation and Development is a general guide for land use conservation and development for the 15 town region comprised of Bethany, Branford, East Haven, Guilford, Hamden, Madison, Meriden, Milford, New Haven, North Branford, North Haven, Orange, Wallingford, West Haven, and Woodbridge. Route 1/North Main Street Access Management Plan for Branford

The purpose of this Access Management Plan is to propose strategies for the use of access management tools to help preserve and enhance the capacity and safety of travel in the North Main Street corridor in Branford, Connecticut. The corridor includes North Main Street from its intersection with Main Street (Route 146), West Main Street, and the Branford Connector to its eastern merge with East Main Street.

Route 10 Corridor Study for Hamden and New Haven

The South Central Regional Council of Governments (SCRCOG) on behalf of the City of New Haven and Town of Hamden commissioned the Route 10 Corridor Study to develop a set of recommendations for the corridor that will address existing corridor needs and deficiencies, and help support each municipalities’ long-term vision for transportation and land use in the corridor. This study includes a detailed assessment of the existing transportation system and land use conditions; a future traffic conditions assessment; and a comprehensive recommendations plan that the participating municipalities and SCRCOG can utilize as a guide to prioritize and program future improvement projects.

Route 146 Scenic Highway Gateway in Branford.

This planning study was initiated by a recent Town-wide Transportation Study that recommended that Route 146 (Main Street) from U.S. Route 1 (West Main Street) to the Branford Town Green be improved to reduce traffic speeds, provide a safer and more comfortable environment, and provide a more welcoming gateway into Branford.

Southeast Downtown Circulation Study for New Haven

he purpose of this study was to work with the SCRCOG, City of New Haven, and stakeholder groups in the Downtown and Wooster Square neighborhoods to determine the transportation benefits of re-opening Fair Street between Union Street and Olive Street. Due to the closure of

Fair Street, motorists do not have a direct connection from Downtown to the Wooster Square neighborhood.

Traffic Calming Resource Guide

The South Central Regional Council of Governments (SCROG) has prepared this Traffic Calming Resource Guide to assist its member communities. The goal of this guide is to be a “go to” resource for each municipality as they plan and implement traffic calming. The guide is presented in a three-ring binder format that can be easily modified as necessary to support the individual municipal traffic calming

programs and initiatives.

Transit Enhancement Report
One percent of U.S. Federal Transit Administration (FTA) capital and operating support annually allocated to the New Haven-Meriden Urbanized Area is, by law, earmarked for transit enhancement. Roughly every 3 years projects are solicited.

Long Range Transportation Plan  

The South Central Regional Transportation Plan addresses broad goals for the transportation needs of the Region and is updated regularly. Each Plan provides direction for the Region on major policy issues on all modes of transportation. Regional needs and initiatives are outlined for utilization in framing transportation solutions during the period covered by each Plan. The most recent Long Range Plan was completed in 2007 and is available here. Past reports from 2004, and 2001 are also available

SCRCOG Studies 2007

Calibrate and Implement Signal Timing

Traffic signal timing plans were developed for 39 intersections that were identified by SCRCOG, the City of New Haven and the Consultant as listed in Table 1 and shown in Figure 1. Four timing plans were developed for 35 of the intersections. A single emergency timing plan was developed for four of the intersections. The timing plans for 21 of the intersections were input to the central traffic control computer located in the City of New Haven, and observed and monitored in the field.

Enhanced Conceptual Program for a New Haven Traffic  Operations Center

A Traffic Operations Center (TOC) to be operated by the New Haven Department of Traffic and Parking is recommended to facilitate corridor operations in the New Haven area. While management of traffic in connection with the Harbor Crossing Corridor Improvement Program is an initial function, the TOC will serve to manage operations after construction is complete. Locally Coordinated Public-Transit Human Services Transportation Program (LOCHSTP)

The most recent federal transportation program, called SAFETEA-LU requires that any region that will make use of certain human service transportation funding prepare a locally-coordinated public transit-human services transportation plan (LOCHSTP). New Haven Truck Study

The South Central Regional Council of Governments (SCRCOG) in cooperation with the City of New Haven has undertaken the New Haven Truck Route Study in an effort to develop a strategy for directing truck traffic to use appropriate routes while traveling through or within the city. The study’s purpose was to define existing truck route conditions within the City of New Haven and develop a truck routing program to manage and limit the impact of general commercial and non-local truck traffic through the city’s residential streets.

Regional Bicycle and Pedestrian Plan

The Regional Bicycle and Pedestrian Plan was prepared by Fitzgerald & Halliday, Inc., in association with Clough Harbour & Associates, LLP, for the South Central Regional Council of Governments. The purpose of the Plan was to provide a conceptual framework for increasing the desirability and effectiveness of bicycle and pedestrian facilities as a viable mode of transportation within the region.

Route 34 Corridor Study

The South Central Regional Council of Governments (SCRCOG) on behalf of the City of New Haven commissioned the Route 34 Corridor Study to serve as the first phase of a longterm planning and design process that will identify, develop, and assess transportation system improvements aimed at redefining the form and function of the future Route 34 corridor. Route 162 Corridor Study

The South Central Regional Council of Governments (SCRCOG) in cooperation with the Town of Orange and the City of West Haven commissioned this Study to identify existing transportation needs and deficiencies in the Route 162 study area. This study addresses these concerns and deficiencies through the development of a comprehensive improvement recommendations plan that can be used to help SCRCOG and the participating municipalities pursue future roadway improvement programming. Yale Avenue/ Wilbur Cross Parkway Interchange Study

The South Central Regional Council of Governments (SCRCOG) in cooperation with the Town of Wallingford commissioned this study to expand upon previous planning efforts for improvements at Interchange 66 of the Wilbur Cross Parkway. The proposed improvements presented in this document are intended to provide operational and safety benefits along US Route 5 in the vicinity of the interchange while meeting the future traffic demands of the interchange and adjacent roadway network. Milford Railroad Station Parking Garage Study

Desman Associates with Clough Harbour Associates were selected by the Milford Transit District to conduct a Parking Site Feasibility Study for a 500 space parking structure to serve the Milford rail Station. A copy of the report from 2006 is available here

Route 5 Planning and Preliminary Design Study
The primary purpose of this study is to analyze and quantify the shortcomings of the spot improvements implemented over the years, and initiate a comprehensive corridor-wide improvement program aimed at enhancing traffic capacity and safety while promoting alternative modes of transportation along the U.S. Route 5 corridor and to address the existing and projected needs of the communities in this vital corridor.A copy of the report from 2006 is available here This is a large file so give it time to load.

Route 22 Corridor Planning Study

The Route 22 Corridor Planning Study was initiated by the South Central Regional Council of Governments (SCRCOG) to identify and address existing transportation needs and deficiencies in the Route 22 study area in response to increasing traffic demands and growing safety concerns along State and local roadways. Traffic Mitigation For selected Roadways in New Haven- I-95 Report
The objective of Assignment #3 involved identifying possible temporary and/or permanent measures to help reduce/manage the transportation impacts of the Central I-95 Improvement Program (particularly Contracts B, C2 and E) and other major construction projects in the New Haven area. Traffic Mitigation For selected Roadways in New Haven- I-95 Summary
The focus of the study was on the area bounded by Quinnipiac Avenue to the east, State Street to the west, Middletown Avenue / Foxon Boulevard (Route 80) to the north and US Route 1 (US1) (Water Street / Forbes Avenue) to the south. A copy of the report from 2006 is available here

Unified Response Manual for Highway Incidents in the State of Connecticut

This manual focuses on unified response to highway incidents on limited-access highways in the State of Connecticut. It serves as a reminder of the available resources and interagency collaboration considerations. Vision for the Future
Adopted by the Council on November 15, 2000 this report establishes the region's first plan of conservation and development since 1968.A copy of the report completed in 2000 is available here. The process of updating the region's plan has begun and information on the process will be available soon. The current Connecticut State Plan of Conservation and Development is available here

Congestion Management Study    

Periodically SCRCOG, in Cooperation with the FHWA, FTA, ConnDOT, and ConnOPM prepares a Congestion Management System (CMS) report to measure the congestion on major freeways and arterials within the region. The most recent report is from 2004 and is available here. Past reports from 2002, and 2000 are also available.
