Request for Proposals – Regional Waste Authority Study

The South Central Regional Council of Governments (SCRCOG) seeks the services of one or more qualified and experienced environmental and engineering consultants to conduct a Regional Waste Authority Study.

Disadvantaged Business Enterprise firms are strongly encouraged to respond as prime contractors or to play a significant role within a consultant team.

Answers to Questions, October 24, 2024:

  1. In the RFP, it states: “Prime Consultants should make every effort to utilize the services of qualified DBE firms recognized by the Connecticut Department of Transportation.” Could this be a typo, and should it reference the Connecticut Department of Administrative Services instead? – “Prime Consultants should make every effort to utilize the services of qualified DBE firms recognized by the Connecticut Department of Transportation and/or the Connecticut Department of Administrative Services.”
  2. Does the evaluation include collection through end disposal? – yes
  3. Could the evaluation encompass new waste assets (e.g., transfer stations) added to the mix? – yes
  4. Is the end disposal limited to incineration, or could it also include landfilling? – The end disposal is limited to anything that can currently be permitted by CT general statutes and the CT Department of Energy and Environmental Protection regulations
  5. Are the 15 municipalities looking for one unified tip fee and cost of service? – the study will look at various options
  6. Does the RFP selection committee include municipal leadership? – yes
  1. On page 10, 3. Responses – Documentation Requirements states that “responses beyond 35 pages will not be accepted.”  Is the cover, table of contents and resumes included in the 35-page limit? – no
  2. On page 11, Additional General Requirements states that “A ten percent (10%) DBE (Disadvantaged Business Enterprise) participation is required for this assignment.” It also states, “Prime Consultants should make every effort to utilize the services of qualified DBE firms recognized by the Connecticut Department of Transportation.” Can the SCRCOG clarify whether it requires a DBE to perform at least 10% of the work, even if the Prime consultant can perform all of the requested services? – at least 10% DBE performance is required.
