SCRCOG’s Housing Initiative focuses on supporting the region’s municipalities in developing housing policies and providing the tools to create additional housing options. Development patterns and minimal affordable housing opportunities have become a barrier to young-professionals, families, senior citizens, and individuals of diverse cultural and socio-economic backgrounds interested in migrating into the region. For the region to flourish, SCRCOG and its member municipalities need to promote healthy, sustainable, and diverse affordable housing options.

Affordable Housing Plans
In 2022, SCRCOG developed individual municipal Affordable Housing Plans (AHPs) and a Regional Housing Plan (RHP), with assistance from RKG Associates, Inc., that provided analysis and guidance on how and where each participating municipality can address its housing needs. The AHPs are compliant with Connecticut General Statute 8-30j, and adhere to the process outlined in the “Planning for Affordability in Connecticut: Affordable Housing Plan and Process Guidebook” developed by CT Department of Housing and the Regional Plan Association.
Regional Housing Plan
The Regional Housing Plan was completed in October 2024. The final plan can be viewed here.

Housing Factsheets
SCRCOG created Housing Factsheets for each of the region’s fifteen municipalities. The factsheets are designed to give citizens and community leaders a snapshot of the housing situation in their respective city/town.
