Transportation Improvement Program

The FY2025-FY2028 Transportation Improvement Program (TIP) is a four-year financial document that identifies all projects expected to be funded with Federal participation in fiscal years 2025, 2026, 2027, and 2028. Future funding (FYI) is provided for information purposes only.

The TIP is incorporated fully into the Connecticut Department of Transportation’s (CTDOT) Statewide Transportation Improvement Program (STIP). In order to be eligible for reimbursement, projects utilizing Federal Highway and Federal Transit Administration funding must be included in both the TIP and STIP.

Federal regulations require that both the STIP and TIP be “fiscally constrained. This means there must be a reasonable expectation of federal financial assistance to implement endorsed projects and that the funding sources must be identified for each project. All Projects are consistent with the goals identified in the fiscally constrained South Central Regional Metropolitan Transportation Plan 2023-2050 (MTP). And have been reviewed through CTDOT’s Air Quality Conformity Determination process.

Once it is adopted the TIP does not remain stagnant. Project information is constantly being updated and new projects are added. The STIP and TIP must be updated regularly, and these changes are made through an amendment process at our regularly scheduled meetings.

Draft 2027–2030 Transportation Improvement Program (TIP) Available for Public Comment

The South Central Regional Council of Governments (SCRCOG) has released the Draft 2027–2030 Transportation Improvement Program (TIP) for public review and comment. The TIP outlines federally funded transportation projects planned for implementation throughout the region over the next four years.

SCRCOG invites residents, stakeholders, and partner organizations to review the draft document and provide feedback, as the mayors and first selectmen of the South Central Region of Connecticut shape the Draft Fiscal Year TIP for 2027-2030. Public input is an important part of the transportation planning process and helps ensure that planned investments reflect regional needs and priorities.

The public is invited to offer comments through May 1, 2026. Hard copies of the draft documents will be mailed upon request by email.

Comments must be received by no later than May 1, 2026.

Public comments may also be offered at a virtual Public Meeting on April 14, 2026 at 5:30 PM. This meeting provides an opportunity for those interested to learn about these programs. Members of the public are encouraged to review the draft TIP and share their input.

Access the TIP documents
  • Visit SCRCOG’s website and open the TIP section. 
  • You can review the draft TIP, project list, and related materials.
Review proposed projects
  • Use the online project viewer (EcoInteractive portal) or PDF listings to see project details. 
  • In the EcoInteractive portal, click on the Amendments tab in the top right corner. Amendments that are open for public comment will display an “Open for Public Participation” icon. Clicking this icon will open the project list for that amendment or action, and you can then select the specific project you’d like to comment on.
Submit your comment
  • Online: Through the EcoInteractive portal as described above.
  • By email: Send comments to [email protected]
  • By mail: Send written comments to SCRCOG, 127 Washington Avenue, 4th Floor West, North Haven, CT 06473.
  • In person: Attend a SCRCOG meeting where amendments are reviewed

Connecticut Department of Transportation Air Quality Conformity Reports

CTDOT is responsible for preparing the air quality regional emissions analysis for transportation conformity determinations. Reports for the Ozone nonattainment area and the PM 2.5 attainment maintenance area are prepared to document the emissions analysis.
