Transportation Planning Overview
The South Central Regional Council of Governments (SCRCOG) is comprised of fifteen municipalities: Bethany, Branford, East Haven, Guilford, Hamden, Madison, Meriden, Milford, New Haven, North Branford, North Haven, Orange, Wallingford, West Haven, and Woodbridge.
As a federally designated Metropolitan Planning Organization (MPO), SCRCOG ensures that transportation planning within the region is continuous, cooperative, and comprehensive, resulting in plans and programs that consider all transportation modes and support metropolitan community development and regional priorities.
SCRCOG receives federal and state funding to coordinate transportation planning and works collaboratively with the U.S. Department of Transportation (USDOT), the Connecticut Department of Transportation (CTDOT), and its member municipalities to ensure a transportation network that serves all users.
SCRCOG is responsible for maintaining three (3) core plans or programs. These are:
The Metropolitan Transportation Plan (MTP)
The Metropolitan Transportation Plan (MTP) is a long-range planning document that lays out Transportation goals over a 20-year period and provides a framework to help guide the use of federal funding in the Region. The MTP provides direction for the Region on major policy issues on all modes of transportation. It includes regionally significant projects and investment programs planned out over the 20-year timeline. Projects included in the MTP are ultimately included in the TIP.
The Transportation Improvement Program (TIP)
The Transportation Improvement Program (TIP) is a medium-range planning document that identifies transportation improvement projects to be funded through federal programs over a 4-year fiscal timeframe. Any regional project utilizing federal funds must be in the TIP. Project information is constantly being updated and new projects added. Changes to the TIP are made through an amendment process that starts with the Transportation Committee’s recommendation for approval to the policy board. Projects in the TIP are derived from and consistent with the region’s MTP. More information is available.
The Unified Planning Work Program (UPWP)
The Unified Planning Work Program (UPWP) describes all SCRCOG planning and administrative activities and transportation planning studies that will be conducted over a 2-year timeframe. In order to be eligible for reimbursement all planning studies and activities must identify costs and funding sources and must be included in the UPWP. Any changes to the UPWP are made through the amendment process that starts with the Transportation Committee’s recommendation for approval to the policy board. More information is available.
SCRCOG also supports Transportation Programs including:
Local Transportation Capital Improvement Program (LOTCIP)
LOTCIP provides State funds to municipal governments through SCRCOG for transportation projects of regional significance, including reconstruction, pavement rehabilitation, sidewalk, bridge, intersection improvement and multi-use trail projects. With LOTCIP, all project design responsibilities are shifted to the municipalities. The municipality pays 100% of the design costs while CTDOT pays 100% of the construction costs. Regional Mobility Management
Know How To Go SCCT is the mobility management program for the 32 towns of the South Central region. Mobility management is an innovative, customer-focused approach for managing and delivering coordinated transportation services to older adults, people with disabilities and people with low income. Mobility management focuses on meeting individual customer needs through a wide range of transportation options and service providers. It also focuses on coordinating these services and providers to achieve a more efficient transportation service delivery system.
The regional Mobility Manager is available to help individuals find the public transit option that works best for them.
