Metropolitan Transportation Plan 2023-2050
The South Central Regional Metropolitan Transportation Plan 2023-2050 (the Plan) establishes broad goals to address the Region’s transportation needs and outlines planned investments in the transportation system through 2050. In accordance with federal regulations (23 CFR 450.324(b)), the Plan includes both long-range and short-range strategies and actions that support the development of an integrated, intermodal transportation system to efficiently move people and goods. Consistent with the procedures outlined in 23 CFR 450.324(c), SCRCOG may revise the Plan without extending the horizon year of 2050.
The Plan provides regional guidance on major transportation policy issues across all modes. It reviews, updates, and extends the framework of the previous regional transportation plan, Framing the Region’s Transportation Programs and Investments, completed in 2019 and available on the South Central Regional Council of Governments (SCRCOG) website.
The Plan supports a performance-based planning approach and the use of performance measures to establish expectations for future system performance. Through this approach, SCRCOG will work collaboratively with its member municipalities, the Connecticut Department of Transportation (CTDOT), federal transportation agencies, and other state agencies to set and advance regional transportation priorities.
This Plan is fiscally constrained. SCRCOG, in coordination with its member municipalities and state and federal partners, utilizes existing and anticipated funding sources to prioritize and implement the transportation goals and initiatives identified in the Plan.
The Plan was prepared by SCRCOG in cooperation with the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and the Connecticut Department of Transportation (CTDOT). The opinions, findings, and conclusions expressed herein are those of the South Central Regional Council of Governments and do not necessarily reflect the official views or policies of these agencies.
The South Central Regional Metropolitan Transportation Plan 2023-2050 was adopted in April 2023. Previous iterations of the MTP (formerly titled Long Range Transportation Plan, or LRTP) are available on the Plans & Reports page.
