The purpose of this study was to work with the Town of East Haven to identify solutions on an existing flooding issue on Hemingway Avenue and Coe Avenue. In addition, the town was seeking assistance to explore potential realignment options for Proto Drive in order to better accommodate development in the existing industrial park.
