Request for Proposals – Regional GIS Parcel Viewer Update

The South Central Regional Council of Governments (SCRCOG) seeks qualified consultants to develop a modern and enhanced Regional GIS Parcel Viewer that includes increased accessibility, usability, and data integration. The current SCRCOG Parcel Viewer is available at https://scrcog.mapxpress.net/gcx . The updated viewer will provide a dynamic, sustainable GIS platform serving SCRCOG’s 15 member municipalities, regional partners, and the public. SCRCOG’s priorities include a modernized interface, enhanced performance, and support for municipal CAMA data updates to ensure parcel information remains accurate and current.

PROJECT DESCRIPTION

The selected consultant will develop a modern GIS Parcel viewer, using the regional parcel layer and other datasets on the current SCRCOG GIS Parcel viewer. They will incorporate the latest accessibility, usability, and data visualization techniques, provide a sustainable framework for future data layers and regional mapping tools, and enhance system scalability and integration with municipal GIS applications, as feasible.

WORK PLAN COMPONENTS

  • Task 1: Updated GIS Parcel viewer with accessibility features, ease of access and use, improved data visualization, multi-layer display capabilities, and role-based access.
  • Task 2: Design an intuitive interface compliant with accessibility standards, supporting public and staff users.
  • Task 3: Integrate and update, as necessary, existing and new data layers (as well as metadata), including but not limited to those related to transportation, demographics, and economic development.
  • Task 4: Provide user training, technical documentation, and administration materials to SCRCOG. Launch the operational GIS Parcel Viewer.
