The Regional Solid Waste & Recycling Specialist will assist and support the Executive Director in developing, coordinating, and implementing regional programs aimed at improving waste management practices, increasing diversion, expanding public education, and supporting municipal compliance with evolving state policies and performance standards. Specifically, the Regional Solid Waste & Recycling Specialist will: 

  • Implement follow-up actions associated with the Regional Waste Authority (RWA) feasibility study, including program evaluation, recommended planning steps, regional coordination needs, and future governance considerations. 
  • Leads and coordinates regional solid waste, recycling, and diversion initiatives by planning and implementing programs, managing consultant activities, maintaining collaboration platforms, tracking performance metrics, and facilitating communication with municipal officials and Working Group members to promote cost-efficient, coordinated service delivery. 
  • Oversees regional education, outreach, and technical assistance efforts focused on contamination reduction, food waste and organics diversion, recycling compliance, and other solid waste priorities, ensuring consistent, accurate messaging across SCRCOG municipalities. 
  • Fosters inter-municipal cooperation by aligning SCRCOG’s solid waste and recycling activities with municipal priorities, advisory group recommendations, and state policy guidance, ensuring consistency and shared regional outcomes. 

The Regional Solid Waste & Recycling Specialist is expected to exercise a high degree of initiative, professional judgment, and problem-solving skill. Performance will be measured through demonstrable outcomes, including improvements in program participation, waste diversion rates, contamination reduction, regulatory compliance, and the strength of regional and inter-municipal collaboration. 

To be considered, applicants must meet these minimum qualifications: 

  • Bachelor’s degree from an accredited college or university in urban or regional planning, public administration, public policy, environmental policy, sustainability, political science or a related field, with demonstrated coursework or training in solid waste management, environmental policy,
    or regulatory compliance 
  • AND, minimum of 3-5 years of professional experience ideally in a municipal or municipal-related organization 
  • OR, an equivalent combination of education, training and work experience. 

Salary range is $70,000 – $90,000, commensurate with applicant’s experience and qualifications. This is a full-time salaried position at 35 hours/week and includes a generous benefits package.
